One Label. A Silent Death Sentence

Define "aggressive" before it empties India's streets

To: The Supreme Court of India, the Animal Welfare Board of India, and State Municipal Authorities

In July 2025, a six-year-old girl in Delhi died of rabies. That death mattered. Her life should have been protected, and it wasn't.

But let's be honest about what killed her. The dog that bit her was never vaccinated, never sterilised, never counted, never anyone's responsibility. The Animal Birth Control Rules of 2023 exist to prevent exactly this, and for years they have sat unfunded and unenforced. She was not a victim of street dogs. She was a victim of administrative failure.

In 2026, the answer we've been given repeats that failure under a new name.

After public pressure, the Supreme Court stepped back from its harshest order. Healthy, vaccinated, sterilised dogs may return to their communities. That is real progress, and it happened because people spoke up. But one door was left open: dogs judged "aggressive" may still be confined indefinitely.

No one has said what "aggressive" means. There is no scientific standard, no mandatory behavioural assessment, no veterinarian required to sign off, no appeal, no record. The fate of a living animal now rests on a snap judgement by an overstretched municipal worker under pressure from quotas and complaints.

Picture it. A dog has slept outside the same tea stall for six years. The children of the lane grew up with her. She is vaccinated, sterilised, her ear notched to prove it. A motorbike swerves too close and she barks. A neighbour complains. The van arrives. No one asks whether she was provoked. She is labelled aggressive and taken to a shelter already over capacity, where disease and a slow, quiet death are waiting.

This is not hypothetical. It is the documented pattern wherever mass pickup happens without oversight.

And because there is no limit on this label, the softened order can still deliver the outcome of the original one: mass removal, with a single undefined word as cover.

We are not against public safety. We want public safety that works. Confinement does not eliminate rabies; vaccination does. Removing sterilised dogs from a neighbourhood creates a vacuum that unvaccinated dogs move in to fill, raising bite numbers rather than lowering them. A policy that makes us less safe fails children and dogs at the same time.

Our demands:

  1. A binding, scientific definition of "aggressive dog," issued by the AWBI and grounded in recognised behavioural assessment protocols.
  2. Mandatory assessment by a qualified veterinarian before any permanent confinement, with written documentation.
  3. A right of appeal for residents, community caregivers, and welfare organisations.
  4. Monthly public data on dogs picked up, the reason given, shelter capacity, and shelter mortality.
  5. Ring-fenced, auditable funding for vaccination and sterilisation.
  6. The same personal liability the Court placed on officials for non-compliance must apply to misuse of the "aggressive" label.

A child died because the system did nothing. If our answer is another set of vague rules no one enforces, we have saved no one: not one human life, not one animal.

An undefined word in a court order can become millions of death sentences.

Define it.

Sign now. Tell the Supreme Court and the AWBI: no confinement without a standard, no standard without science.
